Successful beverage businesses will more often than not offer their patrons the option of coffee and
cocoa as well as tea. Regional beverage distributors should offer their clients a wide range of drinks
lines from all three commodities: tea, coffee, and cocoa. However, for those attempting to establish
direct links with producers of these commodities cocoa and coffee will appear much more regulated than
tea.
The International Coffee Organization (ICO), established in 1963, is headquartered in London. The ICO
exists to support stabilization and expansion of the global coffee market. Under its most recent
constituent treaty, the 2007 International Coffee Agreement, the ICO seeks to accomplish these goals
by facilitating the exchange of statistics and information between producing and consuming countries,
establishing criteria for daily indicator prices, and establishing criteria for country of origin marking on
coffee shipments. Apart from the membership of national governments, the ICO's policies are
influenced by its Private Sector Consultative Board, made up of experts from the coffee industry.
The International Cocoa Organization (ICCO), established in 1993, is also headquartered in London.
Like the ICO, the ICCO was created through a series of United Nations conferences that focused on the
stabilization of global commodities markets. The ICCO's current governing treaty is the 2001
International Cocoa Agreement. The ICCO helps to stabilize the cocoa market by requiring the sharing
of information and statistics between producing and consuming countries, and by establishing daily
reference prices for cocoa. The ICCO is advised by its Consultative Board, made up of industry experts.
However, much of the cocoa industry is directly involved in one of two trade organizations: the
Federation of Cocoa Commerce (FCC) in London, and the Cocoa Merchants' Association of America
(CMAA) in New York. In addition to providing arbitration services and facilities for their members, the
cocoa trade associations also provide form contracts for international cocoa purchases. This function is
particularly helpful with respect to compliance with FDA requirements in the United States.
